Claiming to target far-right extremism on social media, SMIU and its key figures, James Patrick, Neal Rauhauser, and Libby Shaw, face accusations of nefarious tactics, shady partnerships, and hidden funding. My article exposes their operations, their collaboration with suspect groups like the CTI-League, Team Halo, Narrative Strategies, the Integrity Initiative, and the Lincoln Project, their ties to Reality Team, Jim Stewartson, and Anonymous, and their financial backing from Alliance4Europe (Alliance4EU), Mike Galsworthy, and Israeli operative Omri Preiss, with funds channelled from USAID and the UK’s Foreign, Commonwealth & Development Office (FCDO). It also reveals when this sinister outfit was active and what became of it.
James Patrick, Neal Rauhauser, and Libby Shaw
SMIU rests on three figures with questionable pedigrees. James Patrick, now a principal architect at Oracle, was a Scotland Yard detective who turned whistle-blower on police corruption before exiting.[1] He writes for Bylines and penned odd books like Alternative War, The Rest is Silence, and Forever Completely.[2] His company, SOCINT, birthed the DISARM framework,
a tool for manipulating disinformation narratives.[3] An X account, @88blackhats, with its neo-Nazi-coded handle contradicting SMIU’s stated aims, might belong to him, pointing to trolling or provocation masked as research, though it’s unconfirmed.[4] Connections to Drexel University are shaky, likely tied to Philly-based colleague Libby Shaw, but lack proof. Patrick also worked on NETWAR Systems, a covert surveillance platform, alongside Caroline Orr Bueno, Ph.D. (@RVAwonk), a disinformation researcher with a massive X following, and Mike Galsworthy, Alliance4EU’s head.[23] His role exploits law enforcement and tech know-how, steeped in trolling-like schemes.
Neal Rauhauser, a long-time online agitator, is notorious for manipulation, including swatting and alleged FBI collaboration.[5] His methods, such as threatening messages and fabricated reports, reek of intimidation. Libby Shaw, hiding behind aliases like “LibbyInPhilly,” “StBridgetAthena,” and “KittenOfBastet,” poses as an SMIU analyst. She’s tied to anti-antifascist psy-ops and far-right coordination under a fake neutral front.[6] Together, they fuse intelligence and influence into a deceptive web.
Nefarious Tactics: Psy-Ops, Propaganda, and Intimidation
SMIU’s 2020 report, Society Burning: Tactical Assessment, funded by Alliance4Europe, claims to analyze social media trends but twists antifascists into orchestrated bogeymen to excuse surveillance.[7] Patrick’s SOCINT tricks, probably tested via @88blackhats, fuel this distortion, paving the way for DISARM’s control tactics and NETWAR Systems’ spying framework. Shaw partners with Dustin Ledford Woods, “neuralculture,” to push accelerationist narratives that stoke societal chaos, cloaked as satire.[8] Rauhauser’s harassment, like menacing messages, mirrors “fed-like” silencing. Patrick’s sharp detectives analysis, bolstered by Orr Bueno and Galsworthy on NETWAR, props up these psy-ops, propaganda, and intimidation ploys, all about domination.
Partnerships: CTI-League, Team Halo, Narrative Strategies, and More
SMIU’s alliances deepen its sinister reach. The CTI-League, a so-called volunteer cybersecurity outfit started in 2020 by Ohad Zaidenberg, Nate Warfield, and Marc Rogers, claims to fight COVID-19 threats.[9] With ties to Slack and VirusTotal, it’s a front for broader surveillance, likely overlapping with SMIU’s agenda.[10] Team Halo, a UN-backed operation under The Vaccine Confidence Project, uses scientists and influencers to peddle vaccine narratives, with SMIU’s link suggesting health disinformation control.[11][12]
Narrative Strategies, run by Paul Cobaugh and Ajit Mann, joins the fray. Cobaugh, a former U.S. Army psychological operations expert, and Mann, a murky strategist, specialize in crafting narratives to sway publics, a perfect fit for SMIU’s psy-op playbook.[24] The Integrity Initiative, a UK-funded disinformation network exposed in 2018 leaks, ties in with SMIU’s anti-Russian bent, amplifying surveillance and propaganda.[25] The Lincoln Project, a U.S. political operation known for anti-Trump ads, connects via shared influence tactics, hinting at SMIU’s reach into American politics.[26] Reality Team, Jim Stewartson, and Anonymous round out this toxic network, with Rauhauser and Shaw branded as snitches within Anonymous.[13][14]
Funding: Alliance4EU, Mike Galsworthy, USAID, FCDO, and Omri Preiss
SMIU’s money trail is dirty and tied to Alliance4Europe (Alliance4EU), a pro-EU group that bankrolled Society Burning and funneled cash to SMIU and NETWAR Systems.[15] Mike Galsworthy, its head and NETWAR collaborator, is deeply complicit.[16] Alliance4EU’s EU Parliament cash fuels this dissent-crushing machine. Omri Preiss, an Israeli operative and Alliance4EU’s managing director, co-founded the DISARM Foundation, linking Brussels to this transatlantic plot.[20][21][22]
Funding for SMIU and NETWAR Systems flowed through Alliance4EU from USAID and the UK’s Foreign, Commonwealth & Development Office (FCDO). USAID, with its $40 billion 2023 budget and history of global meddling, and the FCDO, successor to the Foreign Office with its own spying legacy, paid James Patrick, Orr Bueno, Galsworthy, and crew to spy on American and European citizens.[17][27] DISARM lists Alliance4EU as a supporter, and USAID’s ties to the Atlantic Council, a DISARM ally, plus FCDO’s covert ops history, cement this.[18] The 2025 USAID freeze and Musk’s “radical-left psy-op” label don’t erase past deeds.[19]
This is a paid surveillance racket, plain and simple.
Evolution or Dissolution? When Was SMIU Active?
SMIU’s active years are murky, but evidence pins its peak to 2020, when the Society Burning report dropped, funded by Alliance4Europe amid a global disinformation frenzy.[7] Its roots likely stretch back to the mid-to-late 2010s, tied to Patrick’s SOCINT work post-Scotland Yard (circa 2013), though no firm start date exists.[1][2] By 2020, SMIU was in full swing, syncing with CTI-League’s launch and Team Halo’s COVID-19 push, churning out surveillance and psy-ops.[9][11] After 2020, it goes quiet. No reports or Munich traces surface by March 4, 2025. Patrick’s Oracle shift, Rauhauser and Shaw’s online drift, and Alliance4EU’s fading SMIU link suggest it peaked in 2020, then either fizzled, morphed into DISARM and NETWAR Systems, or slunk deeper undercover.[5][6] Funded by USAID and FCDO through Alliance4EU, this outfit’s silence by 2025 doesn’t mean it’s gone, just sneakier.

SMIU, spawned in Munich, thrives on intelligence, activism, and influence. James Patrick, ex-cop, Oracle architect, SOCINT mastermind, NETWAR operative, and possible @88blackhats puppeteer, cooks analysis with trolling poison. Rauhauser’s harassment and Shaw’s psy-ops make a trio where ends trump all.
